for systems that might include components that lie outside a client's internal
skill set, which have been built using bought-in resources or technologies which are no longer
strategic or relevant to their departmental development plans or which
are potential “twilight” systems with a foreseeable obsolescence and
which, therefore, do not justify investment in training and skills
acquisition by in-house staff.
